National Criminal History Improvement Program (NCHIP)
The National Criminal History Improvement Program (NCHIP) is responsible for building an accurate and accessible system of criminal history records; strengthening the Nations capabilities to identify felons who attempt to purchase firearms; strengthening the Nations capabilities of identifying persons other then felons who are ineligible to purchase firearms; and advancing the efforts of protecting children, the elderly and the disabled from abuse.
NCHIP is mandated under the Violent Crime Control and Law Enforcement Act of 1994. Program needs include fostering criminal justice system communication, collaboration and cooperation concerning information systems.
Goals and objectives include:
- Meet timetables for criminal history record completeness and participation in the FBIs Interstate Identification Index established for each state by the Attorney General
- Improve the level of criminal history record automation, accuracy, and completeness
- Expand and enhance participation in the National Instant Criminal Background Check System
- Develop model procedures for accessing records of persons other than felons who are ineligible to purchase firearms
- Identify records of crimes involving the use of a handgun and/or abuse of children, elderly or disabled persons
