Title II Grant Program Juvenile Justice
The Title II program exists to prevent and reduce juvenile delinquency and to improve the juvenile justice system in West Virginia. Statutory authority for this program rests in the Juvenile Justice and Delinquency Prevention Act of 1974, as amended in 1992.
This federal grant program provides funds for specific projects which focus on prevention of juvenile delinquency and offer a high probability of improving the juvenile justice system in West Virginia.
Goals and objectives include:
- Provide funding to communities for programs that will prevent juveniles' involvement in delinquent activities.
- Assist in eliminating risk factors contributing to juvenile crime.
- Educate the public.
- Develop cooperative efforts for service development and delivery.
- Provide supportive resources for "youth at risk" and
compliance with the mandates for the JJDP Act.
- Educate juvenile justice professionals, legislators and public.
- Develop a training protocol for uniform handling of juveniles.
- Provide training for juvenile justice professionals.
- Reduce the number of status offenders in the juvenile justice system.
- Offer alternatives to formal adjudication and interventions.
- Hold juvenile offenders accountable for their actions.
- Offer restitution and diversion programs.
- Collect and distribute statewide juvenile justice data.
- Enhance
interagency coordination & collaboration to meet
needs of targeted at-risk youth population.
Applications will be accepted for Title II projects in any of the following categories:
- Alternatives and Interventions for Status Offenders
- Restitution and Diversion
- Youth Transition Programs
- Community-Based Delinquency Prevention for At-Risk Children & Youth
- Innovative
Local Law Enforcement Community Policing/Prevention
Resource Officer
Title II Eligible Applicants: State and local units of government and private non-profit agencies, with the exception of ILLECP (which is local units of government only).
Allowable costs include:
- Personnel expenses for direct services
- Contractual services (limited)
- Travel/training expenses
- Audit costs (2% of award)
- Program materials, supplies, etc.
Funding is provided through the U.S. Department of Justice, Office of Juvenile Justice and Delinquency Prevention. Total funds available under this project for fiscal year
2001 are approximately $749,000.
Grant Cycle: Request for proposals are mailed in January and application kits are mailed in February. The grant cycle begins July 1 and ends June 30 each year.
