The Violent Offender Incarceration &
Truth-in-Sentencing Grant Program (VOI/TIS)

The Violent Offender Incarceration & Truth-in-Sentencing Grant Program (VOI/TIS) addresses the need for additional prison and jail capacity to remove violent offenders from the community and the public, and to ensure these offenders will serve substantial portions of their sentences. Statutory authority for this program rests in the Violent Crime Control and Law Enforcement Act of 1994, as amended, Pub. L. 103-322.

The goal of this program is to build or expand correctional facilities to increase the bed capacity for the confinement of persons convicted of a Part I violent crime or adjudicated delinquents for an act which if committed by an adult, would be a Part I violent crime. Funding can be used to build or expand temporary or permanent correctional facilities including facilities on military bases, prison barges and boot camps, for the confinement of convicted nonviolent offenders and criminal aliens, for the purpose of freeing suitable existing prison space for the confinement of persons convicted of a Part I violent crime.
